Update on Minnesota Puppy/Kitten Mill Bill

I used to spend a lot of time trying to fix this, but I haven’t been able to get this one to look perfect. The content is more important than the look, and I have to get to work!

UPDATE – H.F. 253 / S.F. 7

H.F. 253 was heard by the House Agriculture Policy Committee on Friday, March 27.  After testimony and debate, the bill was “laid on the table,” which means the bill did not receive a vote. This is very disappointing because all bills must have passed through all policy committees in one body (House or Senate) by the first committee deadline of March 27; this means H.F. 253/ S.F. 7 will no longer proceed this year.

But, the good news is that both H.F. 253 and S.F. 7 can be brought up again in 2010 for discussion and a vote. They are each sitting in the respective House Agriculture and Senate Agriculture Committees.

The testifiers at the House Agriculture Committee hearing who spoke in opposition to the bill were the NRA, sportsmen/hunting groups, small breeders who don’t even fall under the definition of a “commercial breeder”, and one veterinarian who is also a breeder who doesn’t fall under the bill’s definition.  It’s disheartening when breeders who state they are “good” breeders don’t want something done for the animals suffering and dying each day at the hands of irresponsible and unscrupulous breeders.

There was much progress made this year!  Your calls, petitions, emails, direct contacts with legislators, and willingness to talk with others and spread the word was extremely helpful.  Legislators heard from hundreds of Minnesotans who want these bills passed.  We all worked hard to educate our legislators and encourage them to understand the problem of inhumane dog and cat breeding; unfortunately, there are certain Minnesota legislators who still do not believe a problem exists and do not understand the purpose of or need for regulation.

How You can Help

We will be working throughout the summer, fall and winter on getting the word out.  We’ll need your help educating everyone you know and getting them involved – i.e., putting out literature at county fairs, at town meetings, at local events, at coffee shops, at schools, at churches, etc. – throughout Minnesota . Of course, getting to know your legislators (during and after the legislative session) is also very important; relationships are key to winning trust and votes.

Kathy Bauck (USDA dog breeder) Update:

On Tuesday March 24, 2009, the jury found Kathy Jo Bauck guilty of four misdemeanor counts (two felony counts were dismissed). The sentencing hearing will be on April 24, 2009.  Bauck continues to operate Pick of the Litter.
